“I was always trying to figure out ways to access export trade for West Virginians,” Manchin said at the June 16 small-business forum attended by Export-Import Bank Chairman Fred Hochberg. “We have a global market today. We need to know how we can access that.”
A few days later, though, a leading Republican politician argued that the bank should cease to exist — which it will, unless Congress reauthorizes it by Sept. 30. Some tea party Republicans had called for the bank’s demise, but new House Majority Leader Kevin McCarthy’s comments caught most political observers by surprise.
