‘They Make It Up Somewhere’: Weighing Costs, Benefits, of Personal Income Tax Cuts

Jim Justice has been in office. But Justice’s desire to cut them by an additional 5% has resurrected the topic.

“We’ve got to get things across the finish line,” the governor said in a pre-recorded video announcing a special session for Sept. 30. “I promised you that I would stand up and fight like crazy for you in trying to get another 5% tax cut for you.”

During recent September legislative interim meetings, Senate Finance Chairman Eric Tarr, R-Putnam, expressed concern about paying for those additional cuts. Following a revenue presentation from Mark Muchow, deputy secretary of the Department of Revenue, Tarr cited September sales tax collection as being less than inflationary growth. Tarr expressed concern over corporate tax collections in comparison to last year’s numbers, not the estimates.
