The next morning, his finance staff presented a budget to Senators seeking a 5% cut, and the budget was calculated with a 5% tax cut included.
The same reduced request went before members of the House Finance Committee on Friday, prompting Del. John Williams, D-Monongalia, to ask, “What was the thought process in going with 10% on Wednesday night, and then coming back here 12 hours later and saying 5%?”
