West Virginia is the sole state that falls entirely within the geographical region served by the Appalachian Regional Commission.
“ARC is really the best federal agency to work with on economic and community development, because it is focused on Appalachia,” Chelsea Barnes, director of government affairs and strategy at Appalachian Voices, said. “The people who work at ARC understand the region, its challenges and are super focused on this region. The programs are designed for this region.”
