Tamaya Browder, education policy fellow with the West Virginia Center on Budget and Policy, said districts already struggling to maintain services will bear the brunt of funding losses as state revenue declines from recent tax cuts.
“The burden of this loss of funding is really going to be felt by our rural school districts as well as our districts that serve larger shares of students from low-income families and students with disabilities, just due to how federal funding is distributed,” she said.
