Budget Center: State’s Surplus is ‘A Mirage’

In fact, Seth DiStefano of the WVCBP called the surplus “a mirage” when he spoke to a small group of Mineral County residents during a public meeting held Jan. 4 in the county courthouse.

“I’m not saying things are terrible in West Virginia, but they’re not quite as gangbusters as folks who like to brag about the surplus would want you to believe,” he told the crowd.
