Elevating the Medicaid Enrollment Experience (EMEE) is a project executed by the West Virginia Center on Budget and Policy seeking to promote policies and practices to help West Virginians access Medicaid. This project aims to better understand individuals’ experiences with the application, enrollment, and renewal process to help ensure equitable access. The West Virginia EMEE project is part of a larger project hosted across several states by the Center on Budget and Policy Priorities (CBPP). This project hopes to work alongside existing networks and coalitions to allow localized experiences to generate policy discussions within each respective state. EMEE Voices Project

Within the West Virginia EMEE project is EMEE Voices, which centers around uplifting lived experiences to inform best practices specific to West Virginia. In partnership with West Virginians for Affordable Health Care, EMEE Voices will collect stories to inform which Medicaid policies are most pertinent to West Virginians, especially to people of color. Existing data asserts that structural barriers impact Black and brown West Virginians’ interactions with Medicaid and the health care system overall. However, a more precise investigation is necessary for specifying these disparities and transforming them into meaningful policy choices. Overall, this project will synthesize quantitative data with the stories we collect to provide a holistic understanding of the West Virginia Medicaid program. Addressing the obstacles that West Virginians of color face will improve Medicaid for all West Virginians, contributing to a healthier state.
