In his State of the State address on Wednesday night, the governor touted the “West Virginia miracle” he believes he’s wrought during his time in office. In his speech, the governor claimed he’s reversed West Virginia’s image of being “backward and poor.” He promised, in glowing terms, that his legislative proposals will now further “transform” our state.
Sadly, the only transformation Justice’s scorched-earth legislative agenda would bring about is the devastation of our state’s economy and future for years to come. That’s because the keystone of the governor’s policy agenda is passing devastating cuts to state revenues and state services by phasing out state personal income taxes, which make up 43% of our state’s budget.
