If approved by state voters in the Nov. 8 general election, Amendment 2 would give the Legislature the authority to eliminate the personal property tax on business machinery, equipment and inventory, as well as motor vehicles.
While passage of the amendment would give state residents a tax break on their personal vehicles, West Virginia Council on Budget and Policy Executive Director Kelly Allen said the vast majority of the tax — 71% — is paid by corporations and businesses, many of which are headquartered out of state, according to the council’s research and data.
